The ranking will buy the same 60-second explainer from every tier with an identical script and compare storyboard quality, revision policy, and whether the source project file is included.
Four things worth settling first
None of these need us to have tested anything. They are the questions that decide whether the thing you get back is usable, and they are all cheaper to ask now than to argue about later.
